I know I've used this as an excsue before and it's a commen (if somewhat joking) complaint when climbers can't do a move. However some research produced by NASA shows that you can indeed have a heavy gravity day.
The picture above is taken from here. It is a exaggerated relief map that shows how the amount of gravity you'll feel in certain areas. There is apparently a low point just off india and a high point in the South Pacific. So next time you're feeling like you can't pull up any more, I guess you could just blame it on excess gravity.
